Europa Universalis 4 Emperor PC players are facing errors such as “Game won’t launch”, crash on launch, small UI, JavaScript error, Paradox Launcher won’t launch, etc.

Here I have compiled a list of errors and issues with the game, as well as their fixes and workarounds.

Black screen Europa Universalis IV

Europa Universalis IV – This empire building game was launched back in 2013 and is still going strong.

With the launch of the Emperor expansion, players have more interesting content. However, many PC players are unable to play the game due to errors such as JavaScript error, Paradox Launcher not launching, crash, SteamInitializationFailed failure, disk write error, etc.

Below are the Europa Universalis 4 Emperor errors that players are facing along with their fixes and workarounds.

Europa Universalis 4 Emperor Errors, unable to launch Paradox Launcher

Fixing an outdated video card

Europa Universalis 4 players are reporting that when they run the game on their laptop and despite having a powerful discrete GPU, the game is getting a message that the outdated GPU is not powerful enough or does not meet the minimum requirements.

This is just a classic case of the game not switching to a discrete GPU. For Nvidia GPU users, open Nvidia Control Panel > Manage 3D Settings > Program Settings > select the game. Select High Performance Nvidia Processor under Preferred Graphics Option.

For AMD GPU users, open Radeon Settings > Settings > Advanced Settings > Power > Switchable Graphics Application Settings. Select Europa Universalis 4 from the list and assign the game a “High Performance Profile” in the “Graphics Settings” section.

However, even with this, many players were faced with the fact that the game does not start and does not start. In this case, go to the game’s installation folder > right-click on the eu4.exe file > select “Run with GPU” and select “High performance Nvidia processor”. Set the default value and the problem will be fixed.

Game won’t launch, fix crash on startup

Many Europa Universalis 4 Emperor players are reporting that the game won’t launch or just crashes on startup. Here are a few fixes and workarounds to resolve the issue. Before proceeding with the fixes, if you have Onedrive, disable it and see if that solves the problem.

The first thing players need to do is disable full screen optimization. Go to your Steam Library > Manage > Browse Local Files > right click on eu4.exe > Properties > Compatibility tab > disable full screen optimization. Apply the change and the game won’t crash on launch.

Also, Europa Universalis 4 crash on launch can also be resolved by running the game in borderless fullscreen mode instead of fullscreen.

Although it sounds funny, this is one of the reasons why Europa Universalis IV Emperor crashes if you have installed another Paradox Entertainment game or have played it before. Look on other drives for an empty Paradox folder. Delete this folder and the game will start working.

A game that does not have administrator rights can also cause a crash on startup. Go to the game’s installation folder > right click on eu4.exe > properties > compatibility tab > check “Run this program as an administrator”. Apply the changes and launch the game and the problem will be fixed.

If the above fixes didn’t solve the problem, your antivirus/Windows Defender might be blocking the game. Either disable it or exclude the game installation folder from it. Then verify the game files and the Europa Universalis 4 launch issue will be fixed.

Minor UI fix

Some of you may experience that the game’s UI becomes smaller after applying the fix mentioned in the “Crash on launch” section, in which you need to disable full screen optimization for Europa Universalis 4.

To fix this, right click on eu4.exe > Properties > Compatibility tab. > check the box next to Override High DPI Scaling. Here you need to see which value will solve a little UI problem for you.

Or go to “Documents / Paradox Interactive / Europa Universalis IV / settings.txt”. Increase gui_scale to fix a small UI issue.

Crash fix

Players are reporting that when exiting the main menu, Europa Universalis 4 crashes to desktop and reboots. This is by design, as the developers had to do this to avoid a major bug in the game. There is no fix for this.

Paradox Launcher failed to start, JavaScript error fixed

Some Europa Universalis 4 Emperor players are reporting the following errors when starting the game.

CreatFile C:\users\(username)\Appdata\Local\Paradox Interactive\bootstrapper-v2.exe: The system could not find the file specified


A JavaScript error occurred in the main process”

Error: Cannot open C:/Users/user/AppData/Local/Programs/ParadoxInteractive/launcher-v2.2019.10.4/resources/app.asar/dist/main/microworks .node: Error: Access is denied.

These particular Europa Universalis 4 errors are caused by a broken game launcher. This can be fixed by uninstalling the launcher. First, use the Windows Uninstall feature to remove “Paradox Launcher v2” if it’s there. Then navigate to the path below and remove the startup directories.

Once you’ve done that, launch the game from Steam and it will automatically download and install the Launcher. Grant the game admin rights to the exe, see the Startup Crash Fix section to learn how.

For Linux users, delete the ~/.paradoxlauncher and “~/.local/share/Paradox Interactive/launcher-v2/” directories, as well as the “~/.local/share/Paradox Interactive/launcherpath” file.

For Mac users, delete the “~/Library/Application Support/Paradox Interactive” directory. This will fix these errors and you will be able to play the game.

Disk Write Error Fix

Europa Universalis 4 Emperor players are experiencing a disk write error that prevents them from playing the game. According to the players, they are unable to download the update or the game itself as they are getting the following error.

An error occurred while updating EU4 (disk write error)

Below are the fixes for this error.

  • Right-click on the eu4.exe file and select Properties. Go to the “Compatibility” tab and check “Run this program as an administrator”. Apply the setting and the error should be fixed.
  • Open CMD and run it as administrator. Use the following commands and press enter after each one.
    list disk
    select disk # (# is the number of the hard disk the game is installed on)
    read-only disk clear attributes
  • Go to Steam/logs/content_log. Scroll down and look for “failed to write”. Open the file and it has paths to some corrupted files. Follow the path and delete these files and the game will install.

If the above fixes didn’t work, you’ll need to perform a clean reinstall of Europa Universalis 4. If you don’t have cloud sync enabled, back up your game’s save files.

Manually delete any files and folders left in Steam\steamapps\common\EU4 and Documents\Paradox\EU4. Reinstall the game and the disk write error will be fixed.

Fixing missing .dll files

Players are reporting that they are getting an error saying they are missing certain .dll files or that those .dll files are not found on the system. These .dll files include:


Fixing these missing DLL errors is quite simple. First, remove all Visual C++ Redistributables from your computer. Then download and install the latest Visual C++ Redistributables. This will fix the missing .dll file errors.

Black Screen Fix

This is a common problem with PC video games. According to players, they get a black screen with sound when starting Europa Universalis 4. To fix this, launch the game and when the black screen appears press “Alt + Enter”. The game will go into windowed mode and start displaying.

Game data fix access error

According to Europa Universalis 4 players, they are getting “Game data access error” when launching the game. On Windows, this issue is likely caused by your antivirus or Windows Defender. Either disable your antivirus/Windows Defender or exclude the game folder and Documents folder from it.

On Mac OS, users sometimes prevent the game from accessing the Documents folder. Go to Apple menu > System Preferences > click Security & Privacy > click Privacy > select Files and Folders. 

Locate Europa Universalis IV” and the Paradox launcher in the list and check the box next to them to allow them access. This will fix the Game Data Access Error in the game.

Stuttering, performance fix

Performance is a common problem in PC gaming, and apparently Europa Universalis IV is no exception. Players are reporting stuttering and low FPS in the game.

First, make sure you’ve installed the latest GPU drivers and that the background process isn’t using too much of your system’s CPU, GPU, or hard drive. T

Also make sure the game is using a dedicated GPU if you’re playing on a laptop with discrete graphics.

Open Nvidia Control Panel > Manage 3D Settings > Program Settings > select Europa Universalis 4. Make the following changes.

Set V-Sync to ON.
Set Power Management Mode to Prefer Maximum Performance
Set Texture Filtering Quality to High Performance.

Disable in-game v.sync and game performance should improve. If this stuttering or FPS issues continue to bother you, follow the steps mentioned above but set the Vertical Sync option to Fast.
